Bullies should go to bully school. They should be seperated from the non bullies or at least the teachers should deal more with bullies. As soon I switched from the public shool to a private school, it stoped, since that school punished bullies very hard. I am not emplying that private schools stop bullying, but that public schools should have more veriraty and spliting and an universal hard crackdown on bullies.
